The International Law Department of the Faculty of Law, Universitas Airlangga, Holds Fertilizer Rights Counseling and Alternative Fertilizer Assistance for Farmers in Mojokerto

FH Public Relations (12/19/2025) | The International Law Department of the Faculty of Law, Universitas Airlangga (FH UNAIR), held a Community Service (PkM) activity entitled “Fertilizer Rights Counseling for Farmers and Alternative Fertilizer Assistance as a Substitute for Subsidized Chemical Fertilizers.” This activity was held on Friday, December 19, 2025, at the Pangi Hamlet Hall, Sumberagung Village, Jatirejo District, Mojokerto Regency.

This community service activity aimed to increase farmers’ understanding of their rights to access fertilizer, particularly subsidized fertilizer, while also providing assistance regarding the use of alternative fertilizers as a solution to the limitations of subsidized chemical fertilizers often encountered in the field.

During the workshop, a team from the International Law Department of FH UNAIR explained the legal aspects and policies governing the distribution and rights of farmers to fertilizer, including the role of the state in ensuring the availability of agricultural production facilities. The material, presented by Prof. Dr. Aktieva Tri TJitrawati, S.H., M.Hum., was delivered in a communicative and dialogical manner to ensure easy understanding for the participating farmers.

In addition to legal counseling, the workshop also included practical guidance on environmentally friendly and sustainable alternative fertilizers. This guidance is expected to provide a long-term solution for farmers facing the scarcity of subsidized chemical fertilizers, while also encouraging more sustainable agricultural practices.

The Head of the Community Service Team, Indah Camelia, stated that this activity demonstrates FH UNAIR’s commitment to supporting the fulfillment of farmers’ rights while strengthening food security at the local level.

“Through this activity, we want to provide farmers with an understanding that access to fertilizer is part of their rights guaranteed by state policy. Furthermore, we encourage alternative fertilizer assistance as a sustainable solution so that farmers do not become completely dependent on subsidized chemical fertilizers,” said Indah Camelia.

This Community Service activity received a positive response from local residents and farmers. Participants actively discussed and shared various problems they faced in obtaining fertilizer, as well as the challenges of adopting alternative fertilizers in the field.

UNAIR Faculty of Law Doctoral Program: Domestic Violence Education and Advocacy for Batu City Government Officials

FH Public Relations (November 11, 2025) | Students of the Doctoral Program in Law, Faculty of Law, Universitas Airlangga (FH UNAIR) held a Legal Counseling and Assistance program themed “Protection for Victims of Domestic Violence” in Ngaglik Village, Batu City. The event was held on Wednesday, October 29, 2025, as part of the implementation of the Tri Dharma of Higher Education, specifically in the area of ​​community service.

This program is a collaboration between UNAIR Faculty of Law Doctoral students and the Batu City Inspectorate. Sixty participants, including Heads of Personnel Sub-Divisions at Batu City Regional Work Units (SKPD), attended the event. The entire series of activities took place at the Ngaglik Village Hall from 9:00 a.m. to 12:00 p.m. Western Indonesian Time (WIB), demonstrating a shared commitment to strengthening legal understanding among local government officials.

The program is designed to last one month and consists of three main activities: legal counseling, a legal clinic, and legal assistance. The entire series is conducted voluntarily by doctoral students from the class of 2025. Through a gradual and iterative approach, these activities are expected to foster a more intensive dialogue between participants and presenters regarding the ever-evolving issue of domestic violence in society. Airlangga University criminal law expert, Sapta Apriliyanti, SH, MH, LLM, served as the main speaker at the counseling session. In her presentation, Sapta emphasized that Law Number 23 of 2004 concerning the Elimination of Domestic Violence plays a crucial role in providing protection for vulnerable groups, particularly women, who frequently experience domestic violence. She explained that the provisions of the law aim to ensure the state’s presence in providing a sense of security for every victim.

In addition to discussing protection norms, Sapta also emphasized that men can also be victims of domestic violence, a phenomenon that is beginning to be evident in a number of cases handled by the courts. “In the Surabaya Court, there are currently four domestic violence cases against men that have been finalized, and one case is still in court,” he said. This demonstrates that domestic violence is a cross-gender issue that demands an adequate legal response.

Furthermore, Sapta explained the forms of domestic violence as regulated in Article 5 of the Domestic Violence Law, which include physical violence, psychological violence, sexual violence, and domestic neglect. He believes these various forms need to be comprehensively understood so that the public can recognize the signs of violence as early as possible. A proper understanding will help victims obtain legal protection more quickly and effectively. He also explained the status of domestic violence as a mixed offense, which can be either a complaint-based offense or a common offense. “Serious physical violence that causes serious injuries is a common offense that can be processed without a complaint. Meanwhile, psychological violence or theft within the family is a complaint-based offense and therefore requires a report from the victim,” he explained. This explanation emphasizes that handling domestic violence requires a thorough understanding of the type of violence that occurs.

Although domestic violence occurs within the family and is often wrapped in family values, Sapta emphasized that the law still sets clear boundaries. “Family relationships cannot be used as an excuse to eliminate criminal liability,” he said. Thus, the state remains obligated to ensure that all acts of domestic violence are processed according to applicable law.

This activity was also attended by representatives from the Faculty of Law, the management of the Doctoral Program in Law, the UNAIR Doctoral Law Student Association, and 21 doctoral students who acted as organizers. They collaborated with M. Muslich HS, SH, MH, the Special Assistant Inspector of Batu City, who also provided support to ensure the smooth running of this community service activity.

The entire series of counseling, legal clinics, and mentoring activities are designed as an ongoing program. Activities will not stop at a single event; they will be continued through periodic monitoring, advocacy, and community legal development. This ongoing program design serves as a strategy to ensure that the counseling material is not only understood on the day of the activity but also consistently internalized by the participants.

Through this ongoing approach, it is hoped that a stronger legal awareness will grow within the Batu City apparatus and community. It is hoped that the values ​​of justice, respect for human rights, and prevention of domestic violence can be more effectively instilled, thereby providing a real impact on improving legal protection for victims of domestic violence in the future. Counseling on the Importance of CITES for Orchid Farmers, Cultivators, and Exporters at Griya Anggrek Singosari, Lawang

Public Relations (10/28/2024)| On Saturday, October 26, 2024, the Community Service Team from the International Law Section of the Faculty of Law, Airlangga University, held a counseling at Griya Anggrek Lawang, Malang. This activity aims to provide orchid farmers, cultivators, and exporters with insight into the importance of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

In this counseling, the team explained that CITES plays an important role in maintaining the sustainability of orchids, which are one of the endemic species with high economic value in Indonesia. The rules in CITES regulate international trade in orchids in order to continue to pay attention to the sustainability of this species in nature.

“We prioritize legal aspects and sustainability in orchid cultivation and export. This is to help farmers and business actors to better understand existing international regulations,” said Dr. Aktieva Tri Tjitrawati, a team member from FH UNAIR. “We hope that this counseling can help farmers and exporters understand the procedures they need to follow to comply with legal provisions while supporting the sustainability of orchid plants in Indonesia.”

In addition to legal explanations, the community service team also provided participants with practical guidance related to the licensing process in accordance with CITES standards. Participants were encouraged to understand how to run an orchid cultivation and export business legally and responsibly in order to support conservation efforts for this species. They were also introduced to environmentally friendly techniques to ensure the sustainability of orchids in their natural habitat.

Community Service Activities of HIMA MIH, Section of International Relations of FH UNAIR and LANTAMAL V Surabaya at Mako LANAL Tegal

Public Relations (10/21/2024) | The Master of Law Student Association (HIMA) S2 MIH Faculty of Law Universitas Airlangga (UNAIR), in collaboration with the International Law Section of FH UNAIR and the Indonesian Navy Main Base (LANTAMAL) V Surabaya held a community service activity at Mako Naval Base (LANAL) Tegal. This activity aims to increase awareness of fishing vessel workers, especially those working on foreign fishing vessels, regarding their rights.

With the theme “Socialization of Worker Rights on Foreign Fishing Vessels,” this event was attended by ship workers, fishermen, local maritime communities, and cadets of the Fisheries Business Expert Polytechnic (AUP). In the socialization, Dr. Aktieva Tri Tjitrawati, a speaker from the International Relations Division who is also the Coordinator of the Master’s Program (KPS) MIH FH UNAIR, discussed various important issues related to the protection of workers’ rights, such as working conditions, international legal protection, and basic rights that every ship worker must know.

The Head of HIMA MIH FH UNAIR, Fernandha Nadhief, S.H., stated the importance of this activity as part of community service, which is also in line with the Tri Dharma of Higher Education. In addition, lecturers from the International Law Division of FH UNAIR provided in-depth explanations regarding the legal aspects that protect workers in the maritime sector, especially those involved in fishing on foreign-flagged vessels.

The Tegal Navy LAN gave its full support to this activity, with the hope that this kind of socialization can have a positive impact on the maritime community in the Tegal area and its surroundings, especially in increasing the understanding and protection of workers’ rights. In addition, it also brings the Indonesian Navy closer to fishermen. “We want the public to know that we, the Indonesian Navy, together with the fishermen, are ready to help with law enforcement that is our authority,” said Major Laut (P) Nurofik, Palaksa LANAL Tegal when receiving the FH UNAIR group.

UNAIR FH Lecturer Reviews TPPO Through Community Service in Batu Ampar, Batam Island

Public Relations (09/20/2024) | Airlangga Community Development Hub (ACDH) carried out a community service program in Batu Ampar sub-district, Batam Island, Riau Islands Province on September 17-19, 2024. The community service discussed the increasingly rampant cases of human trafficking.

The ACDH team collaborated with various parties, starting from the University of Riau Islands (UNRIKA), Raja Ali Haji Maritime University (UMRAH), and the Batu Ampar Sub-district government. Through the theme raised “Indonesian border empowerment; empowerment of Malay society and culture in the Riau Islands region”, it is hoped that it will provide an understanding to the community regarding the Crime of Human Trafficking.

Amira Paripurna, Ph.D. as a lecturer in criminal law at UNAIR FH and a speaker in community service, said that most human trafficking routes are in the Batam area. Not without reason, in 2004 to 2005 the government has repatriated at least 120 victims of human trafficking and 347,696 problematic Indonesian Migrant Workers (TKI) from Malaysia.

“There are various modes of operation of human trafficking (TPPO), what needs to be known are the routes, impacts, and strategies for preventing and eradicating human trafficking. Not only the role of the government, the community must also play a role in eradicating this human trafficking crime,” he said.

Iqbal Felisiano, LL.M. a lecturer at FH UNAIR and also the host of the community service event said that the community was very enthusiastic during the discussion. Most people do not know the impact or criminal sanctions for those involved in human trafficking.

Amira said that people are not aware when they are involved in illegal activities. “There are still people who do not want to report illegal labor shipments. Most migrant workers are sent to nearby countries such as Malaysia and Singapore,” he said.

There needs to be a solution to resolve the many human trafficking crimes. Amira emphasized that there needs to be synergy between the strategic positions of the Batam community and the government, especially Batu Ampar sub-district considering the high number of human trafficking crimes. “We hope that through this community service, we can increase mutual awareness between the community, educational institutions and the government. Starting from community service, in the future Batu Ampar Sub-district can be the spearhead in handling human trafficking crimes,” explained the lecturer in criminal law at FH UNAIR.

Active Community Service for Basic Legal Sciences (DIH) FH UNAIR: Discussing Inheritance and Land Law

Public Relations (08/07) | The Department of Basic Legal Sciences (DIH) Faculty of Law, Airlangga University, held legal counseling in Tejoasri Village, Laren District, Lamongan Regency (29/6). The legal counseling is in the context of community service with the theme “Inheritance Law and Land Law.”

The counseling, which took place at the Tejoasri Village Hall, lasted for approximately 3 hours. Counseling participants consist of village officials, the Village Consultative Body (BPD), RT/RW, and stakeholders in the village.

The first material was delivered by Dr. Soelistyowati, S.H., M.H. The speaker, who has expertise in the field of inheritance law, conveys the basis for the validity of inheritance, which consists of inheritance based on customary law, Islamic inheritance law, and Western civil law or BW.

The second material was delivered by Prof. Dr. Sri Hajati S.H., M.S. She is an expert professor in the field of land law. In his presentation, she conveyed several things related to administrative procedures in the land sector.

The counseling course received enthusiasm from the participants. This cannot be separated from the theme of legal counseling based on the needs of the Tejoasri Village community. Hanum Rahmaniar Helmi, S.H., M.H. as PIC, said that before the counseling was held. “We have surveyed and discussed with village officials. “The theme is in accordance with community needs,” added the lecturer at the DIH FH UNAIR Section.

The Head of Tejoasri Village, in his speech, also expressed his gratitude for the willingness of the Unair Faculty of Law to provide counseling in Tejoasri Village. “We feel honored and fortunate to gain knowledge from professors and legal experts. We hope that today’s interaction can continue in the future,” explained the Head of Tejoasri Village and was greeted with warm applause.”

FH UNAIR Becomes International Research and Community Service Coordinator on Migrant Workers

(30/11/2023) | Airlangga University Faculty of Law (FH UNAIR) is the coordinator of UNAIR’s research and community service cluster on the issue of migrant worker protection. Apart from FH UNAIR, the research team members also consist of other faculties at UNAIR. Programs have been implemented since 2022, such as workshop programs and the writing of pocketbooks and guidebooks for Indonesian migrant workers regarding the issue of safe migration and digital literacy regarding how to use technology in a healthy manner and free from legal risks.

Deputy Dean III FH UNAIR, Dr. Maradona, S.H., LL.M., said that research and community service activities regarding the issue of migrant workers were initially carried out online because, at that time, there was the COVID-19 pandemic. This is also an international activity involving other countries, such as Hong Kong, Taiwan, the Middle East, Malaysia, and Singapore.

“As a continuation of the program, FH UNAIR, as the coordinator of this program, carried out community service in Johor Baru. We collaborate with Universiti Teknologi MARA Johor and the Consulate General of the Republic of Indonesia in Johor Baru. “We held an audience with the Indonesian consulate in Johor regarding the efforts made by the government to protect migrant workers and the problems faced by migrant workers,” explained Maradona.

Apart from that, FH UNAIR representatives also met with representatives of migrant workers to discuss migrant workers’ problems. “Currently, FH UNAIR is also conducting research in collaboration with Universiti Teknologi MARA regarding the legal protection of undocumented migrant workers in Johor. “This is an international collaboration,” said Maradona.

FH UNAIR Cares for 3T Regions: Discusses Agrarian problems on Bintan Island

(30/11/2023) | Every campus must carry out community service activities to realize the Tri Dharma of Higher Education. These service activities can be carried out locally, nationally, or internationally by collaborating with other campuses.

Airlangga University Faculty of Law (FH UNAIR) and other faculties within UNAIR held community service in the 3T (Disadvantaged, Frontier, Outermost) Regions, specifically on Bintan Island. Bintan Island is one of the islands included in the Riau Islands group. This community service activity is an activity that is part of the Airlangga Community Development Hub (ACDH) program.

The four villages targeted for this activity are four villages in Tanjungpinang. The community service activities discuss various issues, starting from land law issues and other current problems for village residents. Deputy Dean III FH UNAIR, Dr. Maradona, S.H., LL.M., Ph.D., said that in the village where the service activity took place, there were agriculture-related problems.

“There are problems between residents and investors, and they need legal literacy and knowledge regarding the land law system, so FH UNAIR collaborates with the Faculty of Law at Raja Ali Haji Maritime University. FH UNAIR, Constitutional Law Lecturer, Participates in Public Law and German Constitutional History Training

(10/31/2023) | Constitutional law lecturer at the Faculty of Law, Airlangga University (FH UNAIR), Ekawestri Prajwalita Widiati, S.H., LL.M., was a participant in “CPG Public Law Academies: The German Political & Constitutional System” last Sunday (8/10/2023). The training was held for five days and collaborated with the Hanns Seidel Foundation and the Asian Governance Foundation and was supported by International IDEA.

In the first session, CPG Director Henning Glaser presented a brief introduction to the historical development of German public law. He highlights the solid legal infrastructure that has developed over centuries, especially the constitutional legal system, which has had a significant impact on the state and society in Germany.

Then, the next session was a presentation of material about the founding of the Federal Republic of Germany and the creation of the German Constitution in 1949, which outlined the innovative elements of the new constitution, such as the right to asylum, rejection of emergency decisions, and the introduction of a conscience decision against military service.

A lecturer must, of course, continue to develop the knowledge he has by attending training classes, including lecturers who focus on the field of comparative constitutional law. Training classes on constitutional law from other countries can enrich the lecturers’ insight in gaining clarity about the constitutional systems being compared to find solutions to existing issues.

FH UNAIR Assisting Porang Madiun Farmer Group to Obtain Certificate of Origin

(16/10/2023) | Kepel Village, Kare, Kab. Madiun is one of the villages in East Java that is known as a producer of porang. The foreign market’s need for Porang is quite high, but on the other hand, farmers still need to be knowledgeable about export procedures for certain agricultural products. One of the export requirements is the existence of a Certificate of Origin (COO). This certificate is a certification of the origin of goods, where it is stated in the certificate that the goods/commodities being exported originate from the exporting region/country.

Understanding Certificate of Origin (COO) is relevant to farmers, especially those exporting agricultural products. One of the reasons why farmers need to know COO in International Trade terms is that COO is a document that states the product’s origin and is required in international trade. Farmers must understand the COO requirements that the destination country may impose to export agricultural products to other countries. With a correct COO, agricultural products may be able to be shipped or receive higher import duties. It can also help farmers optimize profits because understanding the COO can help farmers optimize gains from international trade. By meeting COO requirements, they can avoid additional fees, high import duties, or other trade barriers.

Through Community Service (Pengmas) activities, the International Law Section of the Faculty of Law, Airlangga University (HI FH UNAIR Section) provides assistance to the Association of Farmer Groups (GAPOKTAN) in Kepel Village. District Kare, Madiun Regency. This activity is carried out to obtain a Certificate of Origin (COO) as an export requirement. With this assistance, farmers who are members of GAPOKTAN can understand the procedures for obtaining a COO to expand into foreign markets following international trade rules.

Dr. Aktieva Tri Tjitrawati, the lecturer at FH UNAIR, one of the focuses of her studies in the field of international trade, stated that after this activity, it is hoped that there will be support from various stakeholders to help Porang farmers in Kepel Village to expand overseas markets. “All stakeholders must understand provisions for the export of certain products as part of support for farmers,” said Dr. Aktieva on the sidelines of the community service activities. Meanwhile, Roim, one of the participants, expressed his hope and gratitude to the Community Service team from FH UNAIR for always being able to support the farmers’ cultivation results to go international. Indah Camelia, Head of Community Service activities, said this assistance will continue until the Kepel Village farmers obtain COO. “Currently, we are helping to manage obtaining a COO at the relevant Department. We hope that by the end of this year, the farmers of Kepel Village will have a COO for their Porang products,” concluded Indah.
