About the Master of Notary Program

Based on the Decree of the Chancellor of Airlangga University Number A.II.4091/ Rector/27/UA/1980, January 1, 1980, concerning the Notary Specialist I Study Program at Airlangga University, the Faculty of Law, Universitas Airlangga opened a Notary Specialist I Education Program with a total of 117 students. From its establishment until 1994, in the teaching and learning process at the Notary Specialist I Study Program, lecturers were always involved, not only from the Faculty of Law, Airlangga University, but also from outside the Faculty of Law, Airlangga University, namely individual notaries (meaning not through a professional organization), and also not from the notary community, for example from the tax office.

Only in 1994, on November 26, to be precise, a Charter of Cooperation was signed between the Chancellor of Airlangga University and the Management of the Central Indonesian Notary Association in Jakarta and between the Head of the Notary Studies Program at the Faculty of Law, Airlangga University and the Regional Management of the East Java Indonesian Notary Association. With this collaboration, a notary’s involvement in organizing the teaching and learning system at the Notary Specialist I Study Program at the Faculty of Law, Universitas Airlangga, is carried out through a professional organization. Furthermore, in 2001, based on the Decree of the Directorate General of Higher Education, Ministry of National Education of the Republic of Indonesia Number 78/Dikti/Kep/2000, the status of the Notary Specialist Education Program was declared to be a Notary Masters Study Program.

The Faculty of Law, Universitas Airlangga, organizes and develops the Notary Masters Study Program to improve human resources’ quality and competence. In addition, it also aims to produce professionals in the field of law while at the same time increasing the academic level as well as the skills of professionals in the field of law. This is to reduce the sharp gap between legal development and the availability of human resources in law. The appointment as a lecturer for the Notary Masters Program is based on the Decree of the Dean of the Faculty of Law with due observance of the Decree of the Minister of Administrative Reform No. 39/Kep/MK.Waspan/II/1999 concerning Functional Positions of Lecturers and Their Credit Scores. In addition, it also considers the scientific criteria, expertise, experience, and reputation of the morality concerned. For specific fields, according to the curriculum, some courses are taught by practitioners according to their competence and meet administrative and academic requirements.

In the 2008/2009 academic year, the Notary Masters Study Program opened morning classes in addition to the afternoon classes running so far and changed the semester system to the Trimester system. This is based on the following considerations: (1) time and cost efficiency; (2) shorten the study period; and (3) increase the competitiveness of graduates. Then in 2015, based on the recommendations from the Cooperation Board of the Dean of the Faculty of Law at State Universities, the Notary Masters Study Program compiled an academic paper to convert the block system into a semester system, which is still in effect today.

The Master of Notary Study Program at the Faculty of Law, Universitas Airlangga, is designed to meet the public’s challenges for competent notaries. This is part of the Postgraduate Program, which is specifically directed to provide understanding and insight into the relationship between academic aspects and competence in the notary field. In addition, this program aims to provide a solid theoretical understanding of issues relevant to this topic and assist students in acquiring reliable, practical skills in applying students theoretical knowledge.

Vision, Mission, and Objectives of the Study Program

Study Program Vision

Becoming a leading notary master study program in the implementation of legal education that is oriented towards producing notaries who are professional, capable, skilled, and have integrity in the academic and practical fields.

Study Program Mission

  1. Organizing legal education in the notary sector, which produces professional notaries with integrity.
  2. To develop innovative notary legal research to support legal education;
  3. To produce graduates with expertise and skills in notary affairs who can assist and serve the community’s needs.

 

Study Program Objectives

  1. The general objectives of the Master of Notary Study Program are:
    a. Producing a Master of Notary who:
        1. Having special competence as a legal professional;
        2. Able to improve academic ability for further education;
        3. Able to improve the quality of legal profession services;
    b. Organizing legal education that produces graduates as jurists, especially notaries who are professional, capable, skilled, and with integrity in the academic and practical fields.

 

  1. The institutional objective of the Master of Notary Study Program is to produce graduates who have the following qualifications:

        a. Have faith and piety to God Almighty, have the spirit of Pancasila, and have high personal integrity;
        b. Open nature, responsive to changes and advances in science, technology, and art, as well as societal problems, especially those related to notary affairs.

 

  1. The Curricular Objective of the Notary Masters Study Program is to produce jurists who have:
    a. Insight into the field of civil law, especially notary knowledge;
    b. Ability to participate in the development of the law;
    c. Ability to improve the quality of legal professional services.
Graduates Profile

Graduates of the Notary Masters Study Program have profiles:

  1. Professional

Graduates of the Notary Masters Study Program will be able to become professional juries, especially Notaries, who are highly competitive in the competence of their scientific fields.

  1. Innovative

Graduates of the Notary Masters Study Program can develop knowledge in the notary field by producing actual and up-to-date works according to their expertise.

  1. Solutive

Graduates of the Notary Masters Study Program can provide solutions (problem-solving) to current legal issues in society. This can be seen from the ability of graduate students to formulate notarial deeds or legal documents according to the wishes of service users while still referring to the applicable laws and regulations.

  1. Adaptive

Graduates of the Notary Masters Study Program can develop notarial knowledge per the era’s advanced and rapid developments.

  1. Integrity

Graduates of the Notary Masters Study Program can educate their expertise in society by upholding the values of honesty, justice, and morals.

Expected Learning Outcomes

Referring to the provisions of Law No. 12 of 2012 concerning Higher Education, Presidential Regulation No. 8 of 2012 concerning the National Qualifications Framework, and Minister of Education and Culture Regulation No. 73 of 2013 concerning the Application of the Indonesian National Qualifications Framework in the Field of Higher Education, as well as taking into account recommendations from the Cooperation Board of the Dean of the Faculty of Law of State Universities, the learning outcomes of graduates of the Notary Masters Study Program (following IQF Level 8) are formulated as follows:

 

  1. Attitude

Every graduate of the Notary Masters Study Program must have the following attitude:

  1. pious to God Almighty and able to show a religious attitude;
  2. uphold human values in carrying out duties based on religion, morals, and ethics;
  3. contribute to improving the quality of life in society, nation and state, and progress of civilization based on Pancasila;
  4. act as citizens who are proud and love the country, have nationalism and a sense of responsibility to the state and nation;
  5. Appreciate the diversity of cultures, views, religions, and beliefs, as well as opinions on other people’s original findings;
  6. cooperate and have social sensitivity and concern for society and the environment;
  7. obey the law and discipline in the life of community and the state;
  8. internationalize academic values, norms, and ethics;
  9. demonstrate a responsible attitude towards work in the field of expertise independently; And
  10. internalize the spirit of independence, struggle, and entrepreneurship.

 

  1. Mastery of Knowledge

Graduates of the Notary Masters Study Program know in:

  1. The field of science and legal theory or in-depth and complete knowledge, as well as various philosophical theories about science and law, so that they can become the basis for critical thinking about the application of Indonesian positive law;
  2. theory from a particular field of law which is the primary study material in depth and its entirety as the development of legal knowledge;
  3. normative or sociological legal research methods, either with an inter or multi-disciplinary approach; And
  4. the technique of writing legal, scientific papers in the form of a thesis under academic ethics.

 

  1. Special Skills

Graduates of the Notary Masters Study Program have the following specific skills:

  1. able to formulate the concept of settlement of legal problems by developing and/or through the development of legal knowledge and positive law, as well as conducting legal reasoning;
  2. able to formulate ideas argumentatively and creatively in the field of law;
  3. Able to conduct legal research with an inter- or multi-disciplinary approach independently or collaboratively to produce research products that are part of the research map in the field of Law.

 

  1. General Skills

Graduates of the Notary Masters Study Program have the following general skills:

  1. able to develop logical, critical, systematic, and creative thinking through scientific research, creation of designs or works of art in the field of science and technology that take into account and apply the values of the humanities under their areas of expertise, compiles scientific conceptions and results of studies based on rules, procedures, and scientific ethics in the form of a thesis or other equivalent document, and uploaded on the university’s website and papers that have been published in accredited scientific journals or accepted in international journals;
  2. able to carry out academic validation or studies according to their field of expertise in solving problems in relevant communities or industries through the development of their knowledge and expertise;
  3. able to compile ideas resulting from scientific thought and arguments responsibly and based on academic ethics and communicate them through the media to the academic community and the wider community;
  4. able to identify the scientific field which is the object of research and position it into a research role that is developed through an interdisciplinary or multi-disciplinary approach;
  5. able to make decisions in the context of solving problems in the development of science and technology that takes into account and applies the values of the humanities based on analytical or experimental studies of information and data;
  6. able to manage, develop and maintain networks with colleagues, peers within institutions and the wider research community;
  7. able to increase the capacity to learn independently; And
  8. Able to document, store, secure, and rediscover research data to ensure validity and prevent plagiarism.
