Based on the Decree of the Chancellor of Airlangga University Number A.II.4091/ Rector/27/UA/1980, January 1, 1980, concerning the Notary Specialist I Study Program at Airlangga University, the Faculty of Law, Universitas Airlangga opened a Notary Specialist I Education Program with a total of 117 students. From its establishment until 1994, in the teaching and learning process at the Notary Specialist I Study Program, lecturers were always involved, not only from the Faculty of Law, Airlangga University, but also from outside the Faculty of Law, Airlangga University, namely individual notaries (meaning not through a professional organization), and also not from the notary community, for example from the tax office.
Only in 1994, on November 26, to be precise, a Charter of Cooperation was signed between the Chancellor of Airlangga University and the Management of the Central Indonesian Notary Association in Jakarta and between the Head of the Notary Studies Program at the Faculty of Law, Airlangga University and the Regional Management of the East Java Indonesian Notary Association. With this collaboration, a notary’s involvement in organizing the teaching and learning system at the Notary Specialist I Study Program at the Faculty of Law, Universitas Airlangga, is carried out through a professional organization. Furthermore, in 2001, based on the Decree of the Directorate General of Higher Education, Ministry of National Education of the Republic of Indonesia Number 78/Dikti/Kep/2000, the status of the Notary Specialist Education Program was declared to be a Notary Masters Study Program.
The Faculty of Law, Universitas Airlangga, organizes and develops the Notary Masters Study Program to improve human resources’ quality and competence. In addition, it also aims to produce professionals in the field of law while at the same time increasing the academic level as well as the skills of professionals in the field of law. This is to reduce the sharp gap between legal development and the availability of human resources in law. The appointment as a lecturer for the Notary Masters Program is based on the Decree of the Dean of the Faculty of Law with due observance of the Decree of the Minister of Administrative Reform No. 39/Kep/MK.Waspan/II/1999 concerning Functional Positions of Lecturers and Their Credit Scores. In addition, it also considers the scientific criteria, expertise, experience, and reputation of the morality concerned. For specific fields, according to the curriculum, some courses are taught by practitioners according to their competence and meet administrative and academic requirements.
In the 2008/2009 academic year, the Notary Masters Study Program opened morning classes in addition to the afternoon classes running so far and changed the semester system to the Trimester system. This is based on the following considerations: (1) time and cost efficiency; (2) shorten the study period; and (3) increase the competitiveness of graduates. Then in 2015, based on the recommendations from the Cooperation Board of the Dean of the Faculty of Law at State Universities, the Notary Masters Study Program compiled an academic paper to convert the block system into a semester system, which is still in effect today.
The Master of Notary Study Program at the Faculty of Law, Universitas Airlangga, is designed to meet the public’s challenges for competent notaries. This is part of the Postgraduate Program, which is specifically directed to provide understanding and insight into the relationship between academic aspects and competence in the notary field. In addition, this program aims to provide a solid theoretical understanding of issues relevant to this topic and assist students in acquiring reliable, practical skills in applying students theoretical knowledge.
