– Name of Study Center
The name of this study center is the Partner of Region Autonomy Center, abbreviated as MODa Center.
– Background of Establishment
With the emergence of MEA (ASEAN Economic Community) era, local government is challenged to make every effort in preparing the community in particular to be ready and responsive in facing the new era with new competition face, broader and more aggressive competition face, competing with friends on the one hand and competitors, society of ASEAN countries. In facing the era, real action that is applicable and responsible to the needs of the people in the region is necessary. The action comes and is born from wild, unpretentious ideas that essentially aim nobly from the hearts of academics in the thirst and call of the soul to serve the nation, state and society, especially the people of the region.
Community needs in the area include the registration of land rights. Registration of land rights is highly important for the community in the region as it is possible that ownership of property in the future cause many legal problems as the subjects and actors in the property sector will grow rapidly with the entry of ASEAN people to the regions. MODa Center has adequate human resources and competent in their fields to provide training and legal counseling for people in the area regarding registration of land rights.
Village governance which is part of local government also needs to be studied more deeply. The study is to answer the needs of villagers and village government in running the wheels of government. The funding from the central government to the village which currently reaches almost 1.3 billion rupiahs on the one hand is beneficial to the community, yet on the other hand can cause many problems in the management and responsibility. Therefore, MODa Center as a center of study which focuses on regional government and regional autonomy can give its contribution in the form of technical guidance to village government organizer or village government apparatus in management and responsibility of village finance so that law problem is detrimental for official villages and rural communities can be avoided, such as the implications of corruption on the country’s financial management.

Being an independent and innovative study center at national, regional, and international levels in the development of regional autonomy with orientation to dedication, professionalism and morality.
Conducting studies, analysis and research in the field of local governance and regional autonomy of various aspects.
Encouraging empowerment and advancement of communities in regions.
Conducting training, guidance, counseling, mentoring, legal opinions, and all professional activity for the realization of regional autonomy with dignity and in harmony with human rights protection.
Cooperation and networking in the scope of national, regional and international levels.
Organizing training, assistance and legal advice for personnel of governance in the region.
Generate outputs in the form of results of studies, analysis and in-depth research in the field of local administration of various aspects expected to be a reference or guide for governance in the region.

The activities to be held in this center include research / analysis, training, facilitation and legal consultation in local government.
– Organizational structure
The organizational structure of the center of this study illustrates position and responsibility of structural organization with pattern illustrated as follows:
In the graph it can be explained that the Director of MOda Center is responsible to the Dean of FH UNAIR as the Steering Committee. The function of the Steering Committee only provides input, direction, criticism, advice, opinion and advice to the Director. The director oversees the secretaries and divisions. Divisions perform the duties and instructions of the Director.Secretary and divisions is responsible to the Director of MODa Center.

– Potential of Cooperation Network
National Network which has been owned by MODa Center incldes regional government in the whole area of Indonesia and related ministries.
up to date there is no international network owned by MODa Center. However in the future, international networks will be expanded, one of which is by cooperating with universities in other countries and NGOs, especially those concerned with governmental law.

- Director of MODa (Dr. H. Suparto Wijoyo)
His current position, in addition to director of MODa, is Coordinator of the Master Program of Science and Law Science and Development of UNAIR Graduate School, secretary of the Faculty Advisory Board at FH UNAIR, and has served as Head of Adminsitration Law Department FH UNAIR (2009-2015), Environmental Law Working Commission BKPSL-Indonesia (2010-2013), Environmental Mediator of the Ministry of Environment of the Republic of Indonesia (2010-2014), Head of East Java Environmental Supervisor (KAPAL) East Java (2011-present), East Java Environment Council (2009-present) Member, Assembly Assembly Saka Kalpataru East Java Province 2014-2019, member of Integrated Environmental Law Enforcement Team of East Java Province (2012-2017), Chairman of Environmental Protection Team for Environmental Dispute, Ministry of Justice and Human Rights, BPHN, Jakarta and BPHN Issuance (2013 -2015), expert staff of East Java Provincial Legislative (2005-2009), East Java Provincial Legislators (2009-present), Coordinator of National Congress Nusantara (2015-2020), and Teachers Integrity Leadership and Insights National Training Agency PEMPROV East Java (2012-present).
- Secretary (Indrawati, LL.M)
She pursued her SH degree in FH UNAIR and master degree from Universiti Kebangsaan Malaysia. She is currently a secretary of MODa Study Center as well as Head of Adminsitration Department of FH UNAIR. Her specifications expertise is in the field of tax law, regional financial law, and permits law.
- Funding Division (Haidar Adam, LL.M)
He obtained his SH degree from FH UNAIR and master degree from Centra European University Budhapest Hungary in the field of Comparative Constitutional Law. He currently serves as secretary of the department of Constitutional Law FH UNAIR. He is a esearcher at Law and Human Rights Studies (HRLS), his specification field of expertise is Political Theory, Constitutional Law, Comparative Constitutional Law, and constitutional theory.
- Division of Partnership (Bagus Oktafian Abrianto, MH)
His bachelor and master degree were obtained from FH UNAIR. He is one of the youngest lecturers in Depertemen Administration Law. He graduates with achievement (2012) and master’s best graduate (2014) in FH UNAIR. He is currently serving as Secretary of Legal Department of Adminsitration FH UNAIR, expert staff of law Rector UNAIR, experience of making Academic Paper and Draft Regulation in some districts / cities both in Java and outside Java. His academic specification is in the field of regulatory policy, public corporations, and cooperation of region asset utilization.
- Division (Wilda Prihatiningtyas, MH)
She received bachelor and Master degree from FH UNAIR. She is also one of the youngest lecturers in Department of Administrative Law, the best bachelor graduate (2013) and the best master degree graduate (2015) in FH UNAIR. She is currently a member of team of Quality Assurance Agency SPS UNAIR. She has experience of making academic paper of study and Raperda in East Java and other areas. Her pecifications are in the field of environmental law, village governance, and regional autonomy.
