Dear Prospective Students and Respected Stakeholders,
Welcome to our website, a media to provide you with information on Bachelor of Laws Programme. Our programme is the main study programme of Universitas Airlangga Faculty of Law. Established since 1952 as Surabaya branch of Universiteit Gadjah Mada Faculty of Law and Social Science and with the establishment of Universitas Airlangga in 1954, it became part of Universitas Airlangga. We are very proud with our glorious history, since the founders of the Faculty of Law were the prominents legal scholars who had significant contribution to the foundation of the Republic of Indonesia. Prof. Mr. A.G. Pringgodigdo, Prof. Mr. Koentjoro Poerbopranato, and Prof. Mr. Boedisoesetya were among others esteemed legal scholars who pioneered the first stage and laid solid foundation for the Faculty of Law.
Become the third oldest legal education institution in Indonesia, we are known for our tradition in educating and training young scholars to be jurists and professional lawyers with a strong knowledge and practicing skill in legal field. We educate our students to have a strong comprehension on national and international legal system and how it works and influences the society. The programme provides six focus of study that can be chosen by the third year students according to the their interest and ability on the certain field of legal study. The students may focus their study on business law, judiciary, governmental law, international law, or Islamic business law. Nevertheless, we also equip our students with embedded ethical manner and behaviour. Many stakeholders testify their satisfaction on the performance of our graduates. They are known for their ability to analyze complex legal problems and provide appropriate legal solutions.
We have a strong commitment to provide our students and stakeholders with excellent legal education. The quality of the programme has been acknowledged by the National Accreditation Agency with accredited “A” (excellent), with the last assessment was on 2016. The programme also certified by ASEAN University Network in 2015 and will be lasted on 2018. For this, we will maintain and commit to increase the quality from time to time.
In every year we welcome new students from various region in Indonesia. They come to learn jurisprudence with full of passion. In 2017, it becomes a special year since we initiate international class. The international class is special designed for domestic and international students to compete in international level, they are projected to fill positions in international law firms and international organizations.
In my brief remarks, let me invite you to join with us, to be our students and prepare you to be jurists and professional lawyers. Every jurist and lawyer is officer of justice, they are responsible to create a civilized society through law enforcement.

Bachelor Program (S1) in Law of Faculty of Law Universitas Airlangga, is designed using Competence-Based Curriculum. The objective of this program is to produce professional experts in Law that possess competence and skills in legal practice and have high morality. In this program, the average study period is 4 (four) years or 8 (eight) semesters, while the required credits to graduate is a minimum of 144 credits. Upon completing a minimum of 110 credits, student is required to write an undergraduate thesis and defend it in the presence of the Examination Committee. A graduate from this program is entitled to hold Bachelor of Law (S.H.) academic degree.
The Bachelor Program in Law of the Faculty of Law Universitas Airlangga offers 5 (five) areas of interest for student to choose as their major:
- Business Law;
- Judiciary;
- Governmental Law;
- Private Law
- International Law; and
- Islamic Business Law.
To be able to join Bachelor Program Law in the Faculty of Law Universitas Airlangga, prospective students must meet the following requirements:
Prospective students must have graduated from Senior High School (SMA);
Prospective students must pass any of the following selection tests, which are National Selection of Public University Admission (SNMPTN); Joint Selection of Public University Admission (SBMPTN); Interests and Capability Search Program (Independent Selection of Admission for Universitas Airlangga). In addition, having no disability that may hamper the learning process is a prerequisite.
Prospective students are expected to have sufficient English language skills in order to join the undergraduate program in the Faculty of Law of Universitas Airlangga. For more information on student admission for Bachelor Program in Law, please access the Admission Center website.
In order to graduate and obtain Bachelor of Law (S.H.), students must complete a minimum of 144 credits. During the study period, student’s learning performance will be evaluated through midterm test, final tests, assignments, and lab work. In addition, at the end of the study period students must write undergraduate thesis to be examined by the Examination Committee. In general, students will complete the study in 4 (four) years or 8 (eight) semesters. With careful planning, students can complete the program within 3.5 (three and half) years or 7 (seven) semesters. Some students may need more time to complete their studies for various reasons. However, all students are required to complete their studies for a maximum of 7 (seven) years or 14 (fourteen) semesters.
A. Credit Unit System (SKS)
- The credit unit system is an organizing system for higher education program by using credits to indicate the study load of the students, the workload of the academic staff, and the organizing load of the education program.
- Semester is a time unit of activities consisting of 14 to 16 weeks of lectures or other scheduled activities, including 2 (two) to 3 (three) weeks of final exams and evaluation.
- A credit is used to measure the learning experience for 1 (one) semester through weekly scheduled activities that consist of 1 (one) hour of lecture/tutorial, or 2 (two) hours of laboratory work, or 4 (four) hours of field work, in which each is accompanied by approximately 1-2 hours of structured activity and 1-2 hours of independent activity.
- The Objectives of the Credit Unit System (SKS):
- Providing an opportunity for competent and hard-working students to complete the study in a relatively short time that suits their individual abilities and plans;
- Providing opportunities for students to take courses in line with their talents, interests and competences;
- Opening a possibility for organizing an educational system that match inputs and outputs with the areas of study;
- Facilitating curriculum adjustment over time to keep up with the latest development of science, especially in the field of law and technology, and the rapid changing of the community needs;
- Enabling to conduct a more thorough and objective evaluation system of student learning progress;
- Allowing credit transfer between faculties/departments/programs in Universitas Airlangga;
- Allowing student transfer from other state universities to Universitas Airlangga, and vice versa.
B. Credit Value dan Credit Load
- Credit value is the amount of study load for one semester for each student or the study load to complete the education program.
- The credit value is set by credits
- One credit for students entails academic activities consisting of:
- A scheduled face-to-face meeting with the lecturer for 50 minutes
- Unscheduled activity for one hour (homework, essay writing, etc.)
- One hour of independent supporting activity, such as reading in the library.
- Undergraduate study load is at least 144 (one hundred and forty four) credits and as many as 160 (one hundred and sixty) credits scheduled for 8 (eight) semesters and may be taken in less than 8 (eight) semesters and the longest is 14 (fourteen) semesters.
C. Grade-Point Average
- In the credit unit system, there are two types of grade-point average (GPA): semester grade-point average and cumulative grade-point average.
- Semester GPA measures student’s quality of performance in courses enrolled in one semester.
- Cumulative GPA measures student’s quality of performance calculated from the beginning of the study to the last semester attended.
- The number of credits taken for the study plan depends on the GPA from the preceding semester. The number of credits for the succeeding semester is determined by the following guidelines:
Preceding semester GPA and Number of credits to take
< 2.00 : 15 credits
2.00 – 2.50 : 18 credits
2.51 – 3.00 : 20 credits
> 3 : 24 credits
D. Curriculum
- Academic Year of the Faculty of Law Universitas Airlangga consists of two semesters, namely Odd Semester and Even Semester.
- Courses offered in the Faculty of Law Curriculum consist of:

- Major Compulsory Courses include:
- Major Compulsory Courses in Business Law Studies
- Major Compulsory Courses in Judiciary Studies

- Major Compulsory Courses in International Law Studies
- Major Compulsory Courses in Islamic Business Law Studies
- Major Elective Courses consist of:
- Major Elective Courses in Business Law Studies
- Major Elective Courses in Judiciary Studies
- Major Elective Courses in Constitutional Law Studies
- Major Elective Courses in International Law Studies
- Major Elective Courses in Islamic Business Law Studies
- National Compulsory Course is a required course in the national curriculum. All (National, Faculty, or Major) Compulsory Courses are offered in Odd and Even Semesters, while Major Elective Courses are offered alternately in Odd and Even Semesters.
- Faculty Compulsory Course is required for students enrolled in the Faculty.
- Major Compulsory Course is required for students choosing the respective major.
- Major Elective Course is an optional course that student can take to complete the minimum number of credits of 144 and a maximum of 160. In prerequisite courses, students must earn a minimum grade of D.
- Upon failing to obtain a credit for an Elective Course, students are not required to retake the same course. The course can be deleted and replaced by another Elective Course.
- Retaking courses in which students receive grades of BC, C, D, and E can be done no later than 4 (four) semesters after taking the course. The grade recorded is the best grade earned. In repeated course, the highest grade to earn is an A.
- Student is entitled to drop grades from any Elective Courses in calculating the Cumulative GPA.
E. Credit Unit System Administration
- There are several stages required to carry out academic activities and credit unit system administration in each semester. They are the following:
- Re-registration after paying tuition fee in accordance with the provisions of the University academic regulation
- Study Plan Card (KRS) / Revised Study Plan Card (KPRS) proposed;
- Courses and/or Laboratory Works conducted;
- tests and announcement of test results;
- Grade administration (issuance of Grade Card or KHS)
- For new students, the registration is conducted at the beginning of the academic year. For existing students, re-registration is done at the beginning of each semester.
- New students must present Letter of Acceptance as students at the Faculty of Law Universitas Airlangga in order to register.
- To re-register, existing students must meet the following conditions:
- Not exceeding the maximum study period;
- Not subject to academic sanctions;
- Eligible to re-register
- Once registered, students will receive Student Identity Card (KTM).
- With a valid Student Identity Card, students are entitled to attend all academic activities and use available educational facilities
- Together with the Academic Advisor, students prepare their study plan by adjusting the study load with the preceding Semester GPA.
- Students are required to fill in the Study Plan Card online through the cyber campus after consulting with their Academic Advisor. Upon gaining approval from the Academic Advisor, students are required to print 3 (three) copies of the card, each for the academic subdivision, the Academic Advisor and the student’s personal archive.
- Students personally decide upon a major or area of study after a discussion with the academic advisor
- Students input Compulsory and Elective Courses in their Study Plan Card according to their chosen major.
- Students are not allowed to enroll in classes that are scheduled at the same time. Should this happen, the enrollment to both classes will be dropped.
- Students can enroll in courses with prerequisites upon passing the prerequisite courses. Otherwise, enrollment in such courses will be dropped.
- Students are allowed to revise the Study Plan Card with the approval of the Academic Advisor by filling in the Revised Study Plan Card online through the cyber campus within the stipulated time.
- The Revised Study Plan Card can only be filled in after completing the Study Plan Card.
- Enrolled courses cannot be dropped.
- Students are required to comply with the established codes of conduct and regulations for the smooth running of the teaching and learning process, including codes of conduct in classes, laboratory works, exams, as well as on- and off-campus activities.
F. Examinations
- The objectives of conducting examinations are:
- Assessing student’s understanding and mastery of the lessons presented in a course;
- Grouping students into categories based on their competence, namely A, AB, B, BC, C, D, and E.
- Exams can be in various forms, including written exams in the form of essays or objective tests, oral exams, seminars/theses, assignments, and take-home exams. Practical exams are conducted to test students’ practical skills and may be accompanied by written or oral exams. The test forms are tailored to the objective and the specified time frame.
- Exams are conducted in accordance with the faculty academic calendar.
- Students are allowed to take the final exams if they have a minimum 75% of attendance on lectures and/or laboratory works.
- Make-up Tests can be administered with the approval of the course coordinator only in cases of illness, or performing state duties, faculty duties, or university duties.
- Students who arrive late for valid reasons are allowed to take the exam but are not granted additional time.
- During the exam, students must:
- sign the attendance list;
- present an Exam Card to be validated by exam supervisor;
- present a valid Student Identity Card;
- work on the exam quietly, honestly and independently;
- comply with the existing rules and regulations;
- comply with technical instructions from the supervisor concerning the conduct of the examinations;
- ask for permission to the supervisor when leaving the premises before the end of the exam;
- submit the answer sheet to the exam supervisor.
- Lecturers as exam supervisors are authorized to:
- arrange and assign seats, and check attendance of the test takers;
- specify exam equipment that the test takers are allowed to bring;
- reject the presence of a non-registered test taker;
- record any fraud conducted by test takers in the Exam Official Report.
The Course Coordinator is responsible for conducting the exam.
